The questions asks me to correct the sentence "The CEO has decided to reduce costs, staff strength, and increase revenues". The answer states "The CEO has decided to reduce costs 'and staff strength' and increase revenues" while my answer is "reduce costs, 'strengthen staff', and increase revenues". According to the answer, the CEO wants to reduce both costs and staff strength. But I think that it's possible that the CEO wants to reduce costs AND strengthen staff. The answer is probably right but could I be right, too? Thanks!

Not really. We have to look at the logical meaning. Imagine How can the costs be reduced while strengthening staff ?? so here staff strength is logically the part of the list that follows reduced.
