whether a subject beginning with a majority of, the majority of, a minority of, the minority of takes a singular verb or not is dependent on the object of the preposition. If the object of the preposition is singular, then the subject takes a singular verb. If the object is plural, then the subject takes a plural verb.
A majority of dissidents are in favor of a new government.
A majority of the delegation was not properly informed of the reasons for his arrest.
The majority of regulations are deterring many young people from voting.
The majority of the fellowship insists on joining with the government in trying to restore democracy to the country.
A minority of the intruders promise to make full restitution to the victims for the injury to their health.
A minority of the ally refuses to participate in the peace treaty.
The minority of international aid organizations in South America defer to the host government on important health decisions.
A majority of the council resents these insinuations that its is not capable of functioning independently.
