I expected to get at least a 21 or somewhere near my quant score of 35. I expected this because my GRE score was higher for verbal.
I get my grades back in 20 days, but I am assuming the break down will show lack of time management because I guessed on 4 throughout.
And sentence correction.
I have tried everything free, and bought the verbal workout book. However, is there anything you would recommend that is free?

You shouldn't compare the scaled scores directly. Take a look here to understand why your verbal scaled score could be lower (but also "better") than your quant scaled score.
With a score of 15, I'd recommend picking up the MPrep Foundations of Verbal book. It's not free, but you can find a used copy for under $5 (or the ebook for $10). Without a lot of information here, I'd guess that your higher GRE score indicates that Sentence Correction is indeed the problem. That's the only problem type on GMAT Verbal that doesn't have an equivalent on GRE Verbal. 20 days isn't a ton of time, but if you work through the chapters and exercises in that book slowly and thoughtfully, particularly focusing on SC, you could probably gain some percentile points.
Critical Reasoning: Powerscore Bible - if you read it and your CR score still hasn't improved, you didn't read it carefully enough Reading Comprehension: NYTimes, The Economists, etc. Sentence Correction: OG books, just practice and look at solution when you did wrong. Repractice and if you get the questions wrong again, you haven't spent enough time reflecting on the solution
