Declare XY is the correct idiom.
Declare X to be/as Y is incorrect idiom.

My question is what about the following statement.
He is declared as the winner.
Here the structure of Declare as X
So, can we make a conclusion that Declare as/to be X is correct?

He is declared the winner : Correct usage
Declare X,Y - is correct idiom usage.
