I am confused if the prepositional phrase (bold) below is acting as an adverb or adjective.

Regarding your question The Supreme Court recently ruled that the state, in violation of the constitution, had failed to provide some inmates at the maximum security prison with proper food and healthcare.
The bold portion is a prepositional phrase that modifies the noun "state". Here it is an adjective.
