'gathering on the perimeter of his bliss' is a modifier. An -ing modifier doesn't have an auxiliary verb. The word 'gathering' isn't really being used as a verb here, it's more of a signpost that the following phrase is a modifier. The actual verb in this sentence is 'sensed.'
Here are some examples:
I pointed at the man standing in the corner.
(No auxiliary verb before 'standing', because 'standing in the corner' is a modifier. The main verb is 'pointed'.)
The trees growing around the park were tall and green.
(No auxiliary verb before 'growing' for the same reason. The main verb is 'were'.)
