Hello, YUGIspiral. In the original sentence, not apparent means unclear or not obvious. You could come up with a couple of similar sentences that might make the meaning, well, more apparent:
1) This truth was unclear to managers of one regional bank.
2) Managers of one regional bank did not see this truth.
I hope that helps. Of course, there are any of a number of sentences you could draft up to clarify the part you had trouble grasping, but I think that is enough to get things started. Good luck with your studies.
