There are not enough contextual clues in this one to determine whether the simple past, made, or simple present, make, is correct. Someone could be commenting on either a former habit or one that occurs in a typical day. Not even am making is incorrect, although it would not be preferred to make. This is a flawed question.

The sentence could work in the passive voice, were walked, but we would need to know more about just how young the children may have been. (Old enough to walk themselves to school, or only with guidance?) It is harder to argue against the simple past, in any case.
