There is a confusion with the role of "with" in the modifier,
In below problem: In a speech before the Senate Banking Committee, the chairman of the Federal Reserve painted an optimistic picture of the economy, suggesting to investors the central bank in the near future is not lowering interest rates. (A) suggesting to investors the central bank in the near future is not lowering interest rates (B) suggesting to investors that the central bank would not lower interest rates in the near future (C) which suggests that to investors in the near future interest rates will not be lowered by the central bank (D) with the suggestion to investors in the near future that interest rates would not be lowered by the central bank (E) with the suggestion to investors of interest rates not being lowered in the near future by the central bank
with is refereeing to "optimistic picture" so 3 queries, 1. how it is referring to "optimistic picture" and not "of the economy" 2. how it is referring to "optimistic picture" - noun and not a verb 3. why it is not referring to " the chairman" if it is acting as a adverbial modifier which refers to the verb which is "painted"

as per Concern related to "with" in the sentence explanation "with" is referring to "The results" as it is acting as adverbial modifier and modifying verb "are evident", so how it is not referring to "profit" (noun) - reference to Query 2 in above question
Please share the criteria to determine "with" is referring to noun or verb as a modifier.
What are the possible usage of "with" such as "with"+ noun; "with"+noun+participle etc. and how to apply to arrive at correct sentence

You may have to learn about relative pronouns(which, who, whose, etc) to answer the first sentence. Also, how do you say "The people of France"? Learn about collective noun and usage. An optimistic picture of the economy is used the same way where technically it is refering to the picture, when you use the which. Always remember which uses the last noun in the main sentence/clause and modifies it.
