Can someone please explain me when prepositional phrase acts as an adverb and how to recognize it?...

I always confuse between phrase acting as adjective or as an adverb...

To buy a basket of flowers, John had to spend his last dollar.
To improve your writing, you must consider your purpose and audience.

How is the infinive phrase acting as adverb here?

Here the prepositional phrase is an adjective.

Here the prepositional pharase is an adverb.

How is the infinive phrase acting as adverb here?

The phrase is acting as an adverb in both the cases....But how?

Only the second infinitive is acting as an adverb since it modifies the verb 'writing'.

The first infinitive is not an adverb since 'basket of flowers' is a noun. Thus 'To buy' is an adjective since it modifies this noun.
