Between 2000 & 2010, the ski & snowboarding industry, which has centers in 38 states and employs 187000 people, lost 1 billion in revenue. I had marked above choice as incorrect in an SC Q as "Which" is not repeated before "Employs". Please can someone clarify when "Which" and "That" are understood to be repeated & when not?

Identifying elements in Open parallel markers like and/or is difficult. So in such cases, we need to work backwards. First identify the element Y which starts immediately after 'and/or' and then look for element X.
In the example,
Between 2000 & 2010, the ski & snowboarding industry, which has centers in 38 states and employs 187000 people, lost 1 billion in revenue.
Y - employs 187000 people - it starts with verb - employs
X - has centers in 38 states - has is the helping verb - so both X and Y are parallel
In case of closed parallel markers
Not only X but also Y
Both X and Y
Identifying X and Y is relatively easy.
Here if which/will/that etc is inside the parallel marker then it needs to be repeated
and if it is outside parallel marker - repetition is not required

Can somebody clarify whether 'that' can be used with a preceding comma? in a similar manner as 'which' is used when when modifying a preceding clause.
