economic theory and data gathering is plural, so using was (singular) for plural is wrong.
Eliminate options A,C and D.

Between B and E,
More than is an idiomatic phrase, which is missing in E option.
More than is been changed to More that.
Hence Eliminate Option E

I think 1) as when we use simple present tense we are kind of describing a trait or a feature and that is not the purpose of the sentence. Even though you might argue that making more accurate forecasts possible is a trait of the improvements, that is really not what the sentence is trying to say. The sentence is saying that saying that xyx has made abc possible. Hope this helps! :)
