In my opinoin,
'Unaccustomed to being spontaneous' modifies Jill - Correct.
The more concise way of writing the second part is - 'Jill couldn't decide whether to spend her bonus on a new computer.' However, I donot see any grammatical error in the original sentence either.

No thats not the problem. Actually whether is always used along with or not i.e whether or not. It is missing here.
It should be like this:
Unaccustomed to being spontaneous, Jill couldn't decide whether to spend her bonus on a new computer or not.
It should be like this:
