Interest in a 3,200-acre parcel of barren land in Welsh County has been virtually non-existent because it is not zoned for commercial use. A real estate developer, though, has created a business plan to convert the property into a low grade airport that, when completed, would drive the value of the surrounding properties lower. I would go for "B" on this. The town council voted to repeal the restriction that prohibits all commercial development on parcels of land and this way supporting Plan of low - grade airport. The plan will drive the property value down and this way B should be the inference.
