Premise is about percentage increase of recruitment by the armed services and percentage increase in high school dropouts.
Conclusion is about recruitment rates and drop out rates.

Correct option C connects these 2 elements by providing new information about 'in general recruitment of high school graduates'.
Moreover, IMO, B can be eliminated because there is no indication that these high-technology systems were introduced between 1980 and 1986. It is possible that these systems were already used by the armed services and thus did not contribute to the sudden increase in recruitment by the armed services.
