Krenland’s steelmakers are losing domestic sales because of lower-priced imports, in many cases because foreign governments subsidize their steel industries in ways that are banned by international treaties. C says that for Krenlandian manufacturers steel constitutes a significant part of their raw material costs - since they can import it cheaply their current costs towards raw materials should be low, if the government takes measures to curb steel imports then these manufacturers cost will go up.
