Because if we assume
1. Industrial discharge reduced immediately,
2. Leaded gasoline reduced over time 75-85.
3. Levels of contamination almost immediately follow the levels of discharges.
Then B specifies that largest decline occurred in 80-85 when there was no reduction happening in industrial discharge.
