In the past most automobile companies minimized the weight of cars to reduce the cost of cars in their lines. The safest car seats were heavier, and auto companies equipped only the most expensive cars with these seats. This year, the cheapest cars in most automakers lines included the safest seats on the market.

Nothing is said about the cost of the old heavier and safest seats. The assumption is that by minimising the weight of the car, cost can be reduced. The companies are really cost conscious. Hence E is out and A is in.

Re-reading "E", we dont know that. Safest = cheapest this year? Its possible that we have less safer seats but less expensive than the safest seats. 

After reading A, i'm convinced this conclusion is okay. Why:

1) cheaper = less weight. (2) But this year safest seats included in cheapest cars. Combining 1 and 2 we get our conclusion.

Clearly A.

The makers are concerned with reducing the weight of the car. Even if safest seat is cheapest but very heavy, makers would not want to use it.
Hence E is ruled out.

why is the safest seat in the cheapest car ? the reason is because the safest seat is the least expensive one in the market. that`s E). so that the overall costs of the car stay low. why not A) ? because if the reason is the weight, then the automakers would put the safest seat in the expensive cars as well. but they don`t, because in a expensive car are mostly expensive parts. so if it would be E), then the cheapest as well as the most expensive cars would have this "safest" seat. but thats not the conclusion. so its not about the weight but about the price. and thats why its E).
