I will go with B

To realize the UN goal, we need to either make cars that are more fuel efficient or use cars less often.

C D E both address the above two aspects

But the UN goal is: automobile portiton of consuption < 35% goal of all world-wide fossil fuel consumption.

If the non-automobile were able to drastically cut down their consumption (to 0 consuption, in theory), then whatever you with automobiles will be totally futile. That is why we need to assume A.

My choice is C. The passage assumes that the fuel consumption will drop to 35% of the world consumpion ALL the OTHER FACTORS AFFECTING CONSUMPTION remaining constant. All other options except C will change the factors affecting the assumption
