D - Not quite upto the mark. We are converting a landscape, and not putting up a new one.
E -- irrelevant. the homeowner might have a dog which likes to bath in spraying water, but should I be bothered about it ?

The Answer is very clearly B.
B states that conventional gardening requires fertilizers and herbicide than a water-conserving landscape, and that this makes conventional gardening more expensive.
The criticism, states that the savings in water bills are minimal, but Choice B offers an effective rebuttal that the cost saving by not using fertilizers and herbicide will result in significant cost savings. Thus B
