The only motorists interested in innovation in automobile engine technology are professional and street racers. Other motorists are only interested in developments in design and ergonomics. Therefore, high-performance innovations in auto engine technology are limited to what racing authorities will allow competitors to use in competition.

This is a good assumption question to use the denial test. (Yes Kaplan s##t)
A) High performance cars can improve, without an expanding market. Due to innovations of the existing players in the market... The argument that racing athorities control the level allowed in racing is not being affected.
B) Other manufacturers besides race teams and hot rodders are likely to develope high performance cars.... The argument falls apart, because then high technology can be developed outside the race indsutry and therefor is not limited
C) Streetracers Oftenly (not rarely) demand innovations outside the scope of the accepted ones. But since the authorities prohibit them, they cannot be developed. Argument still holds
D) High performance cars are NOT being criticised by enviromental groups. So they dont need to take pollution etc. into account and develop the fastest fuel wasting cars. Still, the race authorites set the upper boundary of what is allowed to use. Argument holds.
E) Racing authorities generally prefer expensice and prototype technology. Increases the limit of innovations in this area, but the upper boundary is still what the racing authorities will accept. Argument holds.
C is the best choice. SInce Streets racers rarely demand innovations that fall outside of what the authorities allow, therefore it follows the authorities will in a way, limit the innovation in auto engine technology.
