the American Textile Union cited strengthening the economy as a reason to keep tariffs on imported clothing

they cannot site this reason without any evidence.
C says as they were unable to get protection in other ways, they just said that "economically protecting them from imports is better". This does not seems appropriate reasoning.

A implies that ATU sites evidence of strengthening the economy by just looking at one aspect of economy :
"amount of clothing purchased in the United States has gone up in recent years"

while economists might be looking at global(macro) picture.

Vote for C. since the only way for the textile association to get import tariffs ON was to drag the economic factor into it.

(C) is the answer.

(C') The Textile Union could obtain protection against imports only on grounds of economic impact.

Thus, they had to cite economic impact.

(A) says that more clothings are purchased in the United States, and we don't know whether the clothings are local-made or imported.

I go with C. If tariffs on imported clothing are lifted, the local manufacturers will be hit. So if the textile union wants protection for its members, there is no other way to get that other than making an appeal by using the economy as a bargaining chip.

Explanation:
Step 1: ID Question Type and Task
The presence of an apparent contradiction indicates that this is a Paradox Question.

Task: Find the seemingly contradictory issue and pose it to yourself as a question.

Step 2: Read the Argument and Extract Necessary Information:
The necessary information is the paradox, identify the paradox and pose it to yourself as a question.

Paradox: Why would the ATU cite strengthening the economy when the government economists say keeping tariffs would hurt the economy?

Step 3: Formulate an Answer to the Question
Formulate a resolution to the paradox (if possible).

Remember, the best answer provides a connection between the two sides of the paradox without changing or discounting either side.

Step 4: Eliminate Answer Choices:
(A) This choice implies there is another reason (increasing sales) that the ATU might have considered citing.

(B) This choice suggests that there would be no need for the ATU to cite the labor problem since the government isn`t concerned with the issue.

(C) Keep. This gives a reason why the ATU would cite this issue.

(D) This choice is not relevant to the strategy the ATU has employed.

(E) Doesn`t explain. This choice is not relevant to the strategy the ATU has employed.

Step 5: Identify differences in remaining choices
Since C is the only remaining answer choice it is the one that is our answer. If the ATU had no success against the economists on any other grounds then this would explain why they took up a position in direct contradiction to the economists.
