E)...when the steroid abuse is in the press, its like a rumor. but when test are initiated, the rumors seem to be true. thats why it would have a negative impact on the youth b/c they believe its true and this would influence the positive interaction b/w fans and players.

Going with E on this one. The MLB feels that implementing the proposals from Congress will hurt its outreach program. And this will have a negative impact on younger fans who are reporetedly having positive interaction with the players.
