From this argument it is not clear whether Mill Creek Health club is elite or not-elite.

My answer choice is D here. because, if Mill Creek health club becomes a non-elite club, it will miss out on other revenues that can be generated from people who want valet parking and have more money to spend on health club than those who belong to non-elite clubs.

The reasoning given is that Elite clubs have valet parking.Now since this specific club doesnt has a valet parking, its not an Elite club so its fees is low.
