should be the answer. If you relocate policemen. hence fewer of them are available the rate will formally drop, yet in reality it will stay constant.

Need another reason why citations have decreased.

A - if less police in areas where it occurs, then the opportunity to give citations decreases.

The number of people cited for jaywalking, the act of crossing a street against the pedestrian crossing light, has dropped by thirty percent in a certain city this year, as compared to last year. The Mayor states that the cause of this decline was a media campaign that focused on the dangers of jaywalking and thus reduced its frequency.

Which of the following, if true, would most seriously weaken the Mayor`s explanation for the lower incidence of jaywalking among the city`s residents?


(A) Due to a sharp rise in burglaries this year, many police officers have been reassigned to patrol areas where jaywalking rarely occurs.
(B) Many people cited for jaywalking are tourists and never pay their fines.
(C) No new crosswalks have been built in the last five years in the city.
(D) The media campaign featured not only television advertisements, but also radio and newspaper advertising.
(E) The sidewalks in the city were completely replaced five years ago.
