if fewer police officers are available to cite people than the rate will formally decline.

should be the answer. If you relocate policemen. hence fewer of them are available the rate will formally drop, yet in reality it will stay constant.

Need another reason why citations have decreased.

A - if less police in areas where it occurs, then the opportunity to give citations decreases.
