This is clearly a failure to distinguish two different usages of a same word 'exploit'.
Ace Manufacturing has a long standing commitment to not exploit its workers - here 'exploit' clearly means making unfair use of, or taking advantage of.
But when the director wants to reassign staff so that staff is doing what they like to do and do it well - its going to make the staff happy. Here 'exploiting' resources would mean making proper use of and deriving benefit from, not in an unfair way. Rather its going to give them job satisfaction.
Hence A answer. Other options are nowhere close
