Even if tax becomes lower within the city, the profit margin of seafood stores in the city won't increase if they lower their price.

Profit margins are discussed here, and how they are altered because of the tax break. All other arguments are out of scope here. If the profit from the tax breaks is passed on to the customer by giving him lower prices then the profit margin could stay the same.
