All intelligent life is multi-cellular, and multi-cellular life is only possible if the cells have the capability of producing energy. B is the correct answer.
A) Recently discovered evidence suggests that there may have been breathable air on the earth several millennia before the Wiwaxia event. --- "May" says that if we negate this option, it becomes "may not", which still has the slightest possiblity that life was supported before W event, and so doesn't hurts the concl.
B) The cellular life that existed before the Wiwaxia event had little ability to process atmospheric carbon dioxide, extracting oxygen from the same. ---Correct. If negated, it says W event had no ability to process carbon dioxide,extracting oxygen from the same. Which means,, no life forms existed before W event. So it hurts the concl badly.
C) After the Wiwaxia event, the carbon dioxide in the earth’s atmosphere decreased by the same amount that the oxygen in the atmosphere increased. ---ok, so what ? we are concerned about the stuff before W event, not after that.
D) Multi-cellular organisms require more energy than single-celled organisms. ---so what? it doesn't impact the conclusion.
E) Disruptions such as the Wiwaxia event have been observed on other planets that are believed to be capable of supporting life ---other planets are out of scope
