As violence in movies increases, so do crime rates in our cities. To combat this problem we must establish a board to censor certain movies, or we must limit admission to the persons over 21 years of age. Apparently our legislators are not concerned about this issue since bill calling for such actions recently failed to receive a majority vote.

Which of the following is an assumption that the argument depends upon?

A) Persons over 21 years of age are less likely to commit violence than persons under 21 years of age.
B) Political motivations cannot wholly explain the failure of the bill to receive a majority vote.
C) It is possible to distinguish people who are over 21 years of age from those below 21 years.
D) Establishing a board to censor certain movies will not cost the government a lot of money.
