Between 1985 and 2005, the number of new HIV patients increased annually at a rate of 5%. However, between 2006 and 2007, the number of new HIV patients has decreased by 15%. Thus, the prevention techniques of HIV popularized by the HIV END campaign have been successful in curbing the spread of HIV.

Which of the following statements most strengthen the above argument?

The argument claims that the drop in new HIV patients was caused by the HIV END campaign’s prevention techniques. The best strengthener should connect the campaign to a prevention method that plausibly reduced new HIV cases.

(A) The use of Safe-Needles, supplied as a part of HIV END campaign, to deliver general medication safely to the larger population has increased by 50% since 2006.

Correct. This links the campaign to a specific preventive practice and says the use of that practice increased significantly since 2006. That supports the idea that the campaign helped reduce new HIV cases.

(B) In 2006, the International Center for AIDS prevention developed a vaccine that cured most common types of HIV virus within 2 months of incidence of the disease.

Wrong. This gives another possible cause unrelated to the HIV END campaign. Also, curing HIV after infection is not the same as preventing new infections.

(C) More people contracted the disease during the first 2 months of 2006 than did during the first 2 months of previous year.

Wrong. This does not support the claim that the campaign reduced HIV spread between 2006 and 2007.

(D) Since 2006, HIV END campaign has increased its focus on educating healthy spouses of HIV patients on how to lead a great married life.

Wrong. This mentions the campaign, but it does not clearly connect the education to preventing HIV transmission.

(E) The government’s AIDS Prevention Program has recently claimed success that it has been able to increasingly detect symptoms of AIDS in early stages when they are easily curable.

Wrong. This points to another program and to detection or treatment, not to prevention by the HIV END campaign.
