I cannot be A, as the passage says that majority of the people did come back and claim their Welcome Break offer. This means that they should have stayed for 1 week.

I think it is B. Maybe the guests come back with their families and rent more rooms. So, they get a discount for their room and paid full price for other rooms they rent.

OA is B.

Let's say they had 100 guests in total and the majority of the guests, e.g. 70 ppl, took advantage of the reduced rates (=the offer). The discrepany is that, somehow, the remaining 30 ppl still rented more rooms than these 70 ppl. How can that be explained? B gives that possibility. If the people taking advantage of the reduced rates were more likely to bring their families with them, then they could have packed more people into each room and thus requiring fewer rooms. And the 30 ppl who rented at full price must have in most cases rented one room per person.
