If w is resolved then d is automatically resolved. Then we can eliminate d which in turn automatically elimonate j. Then, if f is resolved then o is automatically resolved.
Going with A:
It states that G will help both countries to solve 4 out of their 5 problems. Nothing is said about d.
But since j cannot be solved without d being solved, thus by removing j, d is also removed.

I choose A.--it solves most of both the country's problems
In E, there is still some ambiguity on how L will be able to help C to solve F which in turn will help L to solve O, whereas in A, org G has taken care of most problems.
The problems can be eliminated if problem f is eliminated from Country C which will eliminate problem o from country L and eliminating problem w from country L which will eliminate problem d from country C.
But are we eliminating D just because its too extreme? Or is it because it mentions that all 'current' problems will be solved, thus holding out a promise of further problems to come...
The most correct answer is E.
a. This option leaves problem d in country C, although without any consequence.
b. Creating ways out that cause new problems and would eventually lead to the initial stage in both countries is not a good solution.
c. This solution leaves problem f in country C.
d. Out of scope and ridiculous.
e. Taking care of problem w eliminates problems d and j. After eliminating problem f, problem o would also disappear and both countries will have no problems.
