OA is C. But, I think C is clearly out of scope.

But, the argument is talking about capital.
C is talking about citizens outside capital. So, I thought that it is out of scope.
Well, I was struggled between A and C and I agree that A is not clear.
But, if C can be aan answer, the argument should mention clearly whether participants are from entire country or from only capital.
I might guess too seriously.

correct. It says that because of poor media coverage, people didn't continue to attend to demonstration. So C provides an alternative reason to the declining attendance other than the declining support. That is the message of the editorial.
