I think it's B... it clearly talks about the performance of students... if D were true, a couple of years from now, charter schools would catch up with public schools in performance, which probably is not what the passage is implying. Also, passage talks about 2 independent studies, it is unclear which study D is referring to.

 B. many charter schools were established in order to instruct students who were performing poorly in school.  

Stimulus states that one of the main reasons being suggested is change of school for poor performance: B clearly says that charter schools are for pupils who could not do well in regular schools, thus pupils change over to charter schools with poor performance hoping to imrove their performance. No one guarantees that changing to charter school would boost poor performed pupil's grades. it takes a lot of work and student still keeps getting low grades. Overal:  charter schools full of "dummy" pupils doesnt show good results. 

I think B support researcher's explanation.

B gives an alternate explanation for the researcher's conclusion ie already poorly performing students.
D strengthens the conclusion by stating that there is possibly no other reason except change in schools for the the poor avg performance  within such a small time period of 6 months .
