The state’s empty $4 million governor’s
mansion on the banks of the Capitol River
may be sort of a suburban Taj Mahal, as the
governor once said. But why shouldn’t the
state unload it?

Which of the following is one of the
author’s basic assumptions?
A. The governor’s mansion is out of
place in the suburbs.
B. The reader is aware of the state’s
intention to “unload” the
governor’s mansion.
C. No one has yet lived in the
governor’s mansion.
D. The state is trying to sell the
governor’s mansion.
E. The governor was correct.

I think D.
Government is trying to something else rather "unload" it .
Only D conveys the intention of government.

The author's rhetorical question "Why shouldn't the state unload it" assumes that you and I already know that the state is intending to sell the mansion. Note that the state's intention is not established anywhere before the author's final comment.

Therefore, the answer is B.

B. The reader is aware of the state’s

Would go for D. The very fact that the author is says why....unload implies the assumption that state is trying to unload
