Reason :

Measures were taken to curb Bogus activiites... and it can be successfully done witha photo ID card.
the catch here is that 'No 2 voters can have the same photo ID card "..

Only option D has such unique identity after the credit card numbers are stolen.

IMO B.
Logic in argument: 
1) get the ID card so that potential fraud can be prevented. 
2) fraud happened or not but few irregularities found (names of over 1,500 people who had died were still on voter rolls, and another 672 people were still listed as registered voters even though they had either moved out of the state or lost the right to vote due to felony conviction).
