Thanks for providing explanation. I also boiled down to A and B, and in the end chose B. The reason is that bad weather conditions are not even driven. They have been there even before deregulation. If this is the case then it should not have any additiona impact on delays. Although OA is A, but I am still in a fix whicn one is better A or B

I think that A is the most appropriate answer. Here's why.
B seems irrelevant since we cannot legitimately presume that increase in % in the number of airplanes would cause the same % increase in the delays. If even it were to be true, that would not cast much doubt on the proposed solution, since the launch of new slots might rectify the issue.
The rest of the answer choices contain figures that introduce the evidence which is either beyond the scope or irrelevant due to the focus on facts that do not cast the most dobt.
Therefore, I would rather stick to A.

A says the reasons for the delays are the weather and over-taxed equipment, so the solution to allocate to the commercial airline will not successful.
In B, the increase in the number of the airplanes will not affect the proposed solution because if we allocate them to other locations the traffic will less busy

Yes, A it is. If bad weather and overtaxed control... cause delays, more of landing and takeoff allocations will not resolve delays.
