A) It's very clear that two statements are not conflicting..
B) The second statement is not a phenomenon..It's just an assertion/judgment/fact..
E) The first statement says that "scaling back teaching is misguided"..Inference is kinda "must be true" case...So the second statement may or may not be true as "classics MAY NOT be the primary vehicle"..but still be important.
C and D are close
D) If second statement is not true : classics MAY NOT be the primary vehicle...but still be important. So second statement may not be necessarily true for statement 1 to be true.
