E by POE. Here are my reasons.
A - endorses the need for the rail system. Does not address why the rail system may not achieve its goals
B - Re-establishes that the majority are in favour. Again, we are not looking for more consensus on its need, we are looking for why the rail system proposal may not serve its purpose
C - OK ...and hence the proposition to have a rail system
D - Sounds good. Perhaps the project may take lot of time or the commute may be too long making it unattractive. However, we dont have such issues explained. So out.
E - Yes. Its not helping one community alone, but other comunities as well. So, two outcomes are likely - One the number of people travelling by rail would not only be those of the Named province, but others - meaning that the rail system itself can be congested thereby not having too much impact on the cars on the highway. The other reason is that the taxes increase that the people are ready to pay for is to be for their benefit not for all others (who would eventually enjoy addl transport at cost of someone else)
