This is how i looked at it. If you guys agree that "April 24, 1800" is specific and additional information about "the act of congress" then dropping this additional information makes it very simple to decide on.


A. The act of Congress that made provision for the removal of the government of the United States to the new federal city, Washington, D.C., also established
B. The act of Congress making provision for the removal of the government of the United States to the new federal city, Washington, D.C., also established
E. The act of Congress made provision for the removal of the government of the United States to the new federal city, Washington, D.C., also establishing

It is clearly A.

B is gone.
But then:

a) The act that made X, also established Y
b) the act made X, also establishing Y ( Classic participle here!)

1. I also choose E, but A seems okay.
A) John who mowed the grass, also cleaned the pet house.
E) John mowed the grass, also cleaning the pet house.

E sounds awkward. Not sure if the below explanation is convincing/tangible. It will be great if the someone confirms the same. (I think I went too deep into this. :lol: )

-> IMO, a participle does not suit the situation, since there is no cause-effect situation. All the participles I have seen have the cause-effect situation.
Eg: John, getting some free time, cleaned the pet houees - Shows that since he had free time, he cleaned the pethouse. The original sentence has parallel structure - two things that happened from the act (like mowing grass and cleaning pethouse).
-> "Also" in participal clauses is awkward.
-> I am also not sure, if "cleaning the pet house" above modifies grass similar to "establishing the Library of Congress" modifying the "new federal city".



2. Btw, what does this sentence mean? How can you "remove" something "to" somewhere? I know you can "move to" or "remove from" somewhere.
