B- Surpassed +Laid incorrect. Right usage should be the use of the Participles which are surpassing and laying.
C- Surpassing and Laid not parallel. Also usage of 'and' conjunction is wrong.
D- Surpassed and thus laying not parallel.
E-Has surpassed +has Laid are in present participle. Talks like the action is still happening whereas the action was completed in July 2010.
Hence IMO A is the right answer.
