The number of people jogging in city parks, in playgrounds, and even in the streets, is at least ten times what they were only five years ago.

(A) is at least ten times what they were

(B) are at least ten times what they were

(C) is at least ten times what it was

(D) are at least ten times what it was

(E) is at least ten times what the numbers were
Clearly C. Simple because "the number of peolpe" is singular and as such requires a singular pronoun at both ends. The only answer choice which follows this rule is C.

Its The number of people so it cannot be are
(C) is at least ten times what it was
The best answer... it is compared with it was everything is singular
(D) are at least ten times what it was
Its The number of people so it cannot be are
(E) is at least ten times what the numbers were
again is is compared with were which is plural
