I go for B. Correct use of parallelism "to workers....and to migratory labors...". Moreover, the phrase fits perfectly well as an -Ing form is best used to give the result of the main form. A- Incorrect as "who" is misplaced. C- Use of "that" is incorrect. Moreover, the use of infinitive is wrong. D- The use of "for" is incorrect after a comma in this context. Also, and is kind of misplaced. E- "so as to" is always incorrect. it should be "so+adjective+as+to+verb". Another error here is the use of "which" modifying the whole clause.
