C. same as B.

Thus we have A & D.

Let us approach the issue this way;
First of all, - the increase is in the participation and - not In politics or in citizens.- So D and E are out.
The U.S is singular and hence use of – their is wrong. B& C are out
This leaves A, which is good for using - increase in the participation - and - its citizens -
