Revising My answer, It has to be C when Skyrocketing is used there is no reason to use rise. Redundancy is everywhere except in C

What is the source of this question? None of the answer choices seems correct. "skyrocketing" cannot go with "rises/risen", since they mean the same thing.

C should have used "is forcing" than "are forcing", since the subject is 'expense'.

A recent Human Rights Watch (HRW) report stated that the skyrocketing expense of pharmaceuticals have risen to force third world countries to address absent government policies, insufficient instruction for healthcare workers, and excessively strict drug-control regulations.

(A) expense of pharmaceuticals have risen to force
(B) expense for pharmaceuticals are a force for
(C) expense of pharmaceuticals are forcing
(D) rises in pharmaceutical expenses are forcing
(E) pharmaceuticals expenses have risen to force

my ans is D. pls, OA?

Come on, man. You posted the question, so you cant expcet the OA from us ... YOU are supposed to TELL us the OA :)

My ans is D too. Reason SVA in A/B/C. E is awkward.

The obvious error in the given sentence is the necessary repetition of the same
idea in the phrase “skyrocketing expenses pharmaceutical expenses have risen,” because
“skyrocketing” itself means “rising.”

The difference between choices (B) and (C) are in phrases “expense of pharmaceuticals” and
“expense for pharmaceuticals” and “are a force for” and “are forcing.”

If you substitute the word “cost’ for ‘expenses’, you can immediately conclude that “cost of
pharmaceuticals,” and not “costs for pharmaceuticals,” is the correct phrase. Also, the verb form of a word (“are forcing”) is always considered to be more idiomatic than its noun form (“are a force
for”). (C) is a better choice than (B).

However I think the AC are awkwardly constructed. It think it meant to test redundancy, but the way it is written I think subject verb agreement is more important therefore C cannot be the answer.

expense are forcing?
should be
expense is forcing
or
expenses are forcing.

IMO C.
but both C and D have their flaws.
D says skyrocketing rises which is redundant and C is incorrectly saying expense...are. what is the source of this SC?

Definitely should be C...

(A) expense of pharmaceuticals have risen to force - Skyrocketing and risen - redundancy
(B) expense for pharmaceuticals are a force for - single force - probably wrong.
(C) expense of pharmaceuticals are forcing - perfect!!!
(D) rises in pharmaceutical expenses are forcing - Skyrocketing and risen - redundancy
(E) pharmaceuticals expenses have risen to force - Skyrocketing and risen - redundancy
