I too chose D at first.

I didn't catch missing apostrophes.. I should sleep now.

E is the best choice.

D needs a clause after because. 'Its' and 'It's' are reversed.

All the neighbors think our dog is crazy because it’s always seen walking on it’s hind legs and chasing in circles.

a) it’s always seen walking on it’s hind legs and chasing in circles
b) its always seen walking on its hind legs and chasing the self in circles
c) it’s been seen walking on its hind legs and chasing the self in circles
d) its constantly walking on it’s hind legs and chasing itself in circles
e) it’s always seen walking on its hind legs and chasing itself in circles

[I don't get how "it's always" is correct in E - my pick was d...]

"it's=it is" this is not formal written english and i'm skeptical that you'll see such a question in gmat. although the OA is clear but i still doubt that gmat will test informal written english.

Indeed good one.

I narrowed down to D and E as "chasing itself in circles" made sense, and then picked it's. Hence, E.

I narrowed it down to possesive / usage of "it's", and that leaves us with C and E.
"Chasing the self" in C sounds wrong in my ears and that's the only explanation I can provide.

In conclusion, we are left with the winner: E
