A is wrong because "Described as intemperate and abusive" describes "an independent analysis" that wouldn't make any sense because analysis cannot abuse or be intemperate. Those are human traits. So let's try to find nouns that would fit more appropriately in that kind of sentence.
B is wrong, again for the same reasons except this time the two adjectives are describing inconsistencies - non-sense, right? Let's move on to the next question.
C is also wrong because the way the sentence is constructed gives the sentence a different meaning, "surprising inconsistencies in the denial rates of individual judges described as intemperate and abusive" if you cross out the object of the preposition (of individual judges) you will see that the denial rates of individual judges are (wrongly) described as intemperate and abusive. C is out.
E is wrong because the construction is awkward in that it would have been better constructed had the adjectives (intemperate and abusive) been closer to the noun (judges) that they're supposed to describe.
D has a clear and concise construction and therefore is the correct answer.
