A is better then C because of the use of "less" vs. "fewer" in relation to the noun 'carbon dioxide'

Less- Used for non-countable nouns
Fewer- Used for countable nouns

"Carbon dioxide" is a non-countable noun, so it must be paired with "less"
In the second portion of the underlined sentence, "...far fewer of the other gases," , 'fewer' is used correctly because 'the other gases' can be counted (ex: there could be 5 of the other gases, there could be 10 of the other gases, etc.)

In addition , the "as well as" construction used in choice (A) correctly parallels the "as much as" construction used at the start of the sentence

one reason is that you will never use " and also" in Gmat, if there is an " and" there will never be an " also" word writing together in a st.
this is a rule. so easily you can eliminate C and D

I doubt the source of question. Its not worth discussing on this sentence as the correct form got lost.

I found the correct sentence in NewYokTimes
Diesel engines burn as much as 30 percent less fuel than gasoline engines of comparable size, and they emit far less carbon dioxide and other greenhouse gases, which have been implicated in global warming
