first half of the sentence contains "have been erected" and has attracted" which are present perfect.... hence 2nd statement should be simple past


But in this case, I can also say that "John Aubrey can still believe it now." Such belief can still exist at current period, why we have to use past tense "believed" here? I don't see that there is any sequence that one thing has to happen before another here. Can you explain more about this?

You are correct. I do not see any time relationship. "believes" would be correct as well. But there is no answer choice with "believes". Hence we will have to go with simple past "believed".

I have another side question for the experts. Isn't the actual problem a run on sentence, with two independent clauses seperated the comma (basically should we have a semi-colon instead of a comma ? ):

The prehistoric monument Stonehenge is believed to have been erected around 2200BC, and has attracted the attention of many archeologists

AND

among them John Aubrey, who believed that the landscape surrounding the site was used by the Druids for religious ceremonies.
