D. 'so' here means 'reason'.

C would have been ok, if it reads 'for this reason' instead of 'for this'.

I doubt if God would know...only the guy who wrote this should know. My feeling is that it may then be highly contextual. Perhaps we are all reading it wrong. I would have surely choosen 'so' on test day. What is the source of this question. Any explanations given?

The source is REA book, minisets SC. No explanations though. It's from the test. These tests have only most difficult SC, "octan stuff".

I thought choice B makes perfect sence.

as such means In that capacity or with respect to its inherent nature

if you read it in this form you would see

Caesarea was Herod’s city, founded as a counterweight to Hebraic Jerusalem, and (In that capacity) it was regarded with loathing devout.

I think D makes a lot od sense here. it was established as a counterweight and so ........ (as such kind of goes little off-track here)
